MINUTES FOR REGULAR BUTMAN TOWNSHIP BOARD MEETING

June 10, 2010

Meeting called at order at 7:00 p.m. on the above date. Supervisor Shirley Kyle, Clerk Don Joyce, Treasurer Susie Ruppert, Trustee Linda Haight, Trustee John Wolski and nine (9) citizens were in attendance. The following represents a brief summary of all motions, resolutions, ordinances, and actions taken by the board at this meeting; along with other information of general interest to the pubic.

Motion by Joyce/Ruppert to approve the agenda as amended. Ayes carried; motion passed.

BTFD report given by Chief Pollock. The BTFD responded to 2 fires and 18 medicals during May. Motion by Ruppert/Wolski to approve projected expenses totaling $8,829.00. Ayes carried; motion passed.

Kristine DeTroyer & Brian Hager, owner & manager of Sunrise Disposal attended the meeting at the request of the township board. Don Joyce outlined the problems and concerns of the township regarding the difficulties experienced since Sunrise took over the garbage contract on January 2, 2010. Kristine DeTroyer apologized for the delay and delivery of the garbage carts and for the conditions of the recyclable containers. She outlined the reasons for the delay and said that changes will be made to improve communications and to solve all credible complaints. Sunrise Disposal has credited the township with $2,140 per month toward supplying and removing the recycle bin at the township hall. There will be FREE clean-up-day on Saturday, June 19, 2010 from 10-3 p.m. at the Butman Township Boat Lauch to thank all the residents in Butman Township for their patience during the start-up service.

Motion by Ruppert/Joyce to approve Municipal Underwriters Insurance Policy. Ayes carried; motion passed.

Motion by Joyce/Wolski to close the general session and open the public hearing on the 2010-2010 Fiscal Year Budget. Ayes carried; motion passed.

Motion by Joyce/Ruppert to approve the General Appropriations Act Resolution #10-06. Ayes carried; motion passed. By roll call vote Ayes 5, Nays 0, Absent 0.

Motion by Ruppert/Haight to approve the Salary Schedule Resolution #l0-07. No salary increases for elected officials. Ayes carried; motion passed. By roll call vote Ayes 5, Nays 0, Absent 0.

Motion by Joyce/Ruppert to approve the Garbage Rates Resolution #l0-08. Ayes carried; motion passed. By roll call vote Ayes 5, Nays 0, Absent 0.

Motion by Joyce/Ruppert to approve the Lakeside/Castleview Lighting Resolution #l0-09. Ayes carried; motion passed. By roll call vote Ayes 5, Nays 0, Absent 0.

Motion by Joyce/Haight to close the public hearing on the budget and open the general session. Ayes carried; motion passed.

Motion by Joyce/Wolski to approve the consent agenda and unpaid bills in the amount of $72,599.09. Ayes carried; motion passed

Motion by Joyce/Haight to reimburse resident $130.00 for over charge on garbage rates. Ayes carried; motion passed

Don Joyce presented correspondence from Gladwin Soil Erosion and Sedimentation Control and Gladwin County regarding parcel mapping. The USDA Loan application is moving ahead and should be resolved soon.

Shirley Kyle reported on labor laws and boat launch update.

Motion by Joyce/Ruppert to approve the fireworks permit for 2010. Ayes carried; motion passed

Motion by Joyce/Ruppert to approve Carl Premier Excavating Contract. Ayes carried; motion passed

Letter from Gary DeShano requesting the township to pay $7,000 toward paving Shell Road to Willow Bay was discussed. Motion by Joyce/Haight to deny request based on budgetary considerations. Ayes carried; motion passed

Don Joyce is to contact Heintz Construction and the POA regarding the offer of $50.00 per concrete slab(s) that will be removed from boat launch.

Motion by Joyce/Ruppert to accept new United Water Contract. Ayes carried; motion passed

Motion by Ruppert/Wolski to approve Karon Hoffman to attend the Eastern Michigan Council Seminar. Ayes carried; motion passed. Ayes carried; motion passed

Motion by Joyce/Haight to get bids on new cove molding, stripping and rewaxing of the township hall floor. Ayes carried; motion passed

The Butman Township Open House Proposal is tabled until the August 2010 meeting.

Report given by Operations Manager Rich Deyarmond from United Water regarding last month’s sewer maintenance.

Report given by County Commissioner Dennis Carl.

Motion by Ruppert/Wolski to adjourn the meeting at 9:30. Ayes carried; motion passed.
